Gold membership not required for online play on Windows 10 PCs/Phones
After the announcement that Xbox Live would be coming to Windows 10, Major Nelson, has confirmed that Xbox Live Gold membership will not be required for multiplayer on Windows 10 PCs and phones. Responding to a question on Twitter, Major Belson emphatically stated that Microsoft would not be charging for Xbox Live on Windows 10:

Microsoft has also mentioned that certain titles will feature cross buy, cross platform saving, and online multiplayer between multiple Windows 10 devices. Fable Legends has already been confirmed as featuring cross-platform play, meaning both Xbox One and PC players will be able to enjoy the game together.
